We are changing the Twitter Active Audience graph to display Active Engagement, exactly like the Active Engagement display used for Facebook accounts.

This change will be apparent on the Publish page and Calendar view. Active engagement numbers may be larger or smaller than audience activity numbers in many cases. The new count shows you exactly how your audience is engaging with your Twitter content rather than how they are behaving across Twitter as a whole. We believe this method is a better signal for you to determine the way in which your audience interacts with your own content over time and will bring consistency to your graphs across the platform.
